The City of Moberly passed an Ordinance (see below) in 2006 that prohibits grass clippings along with other yard waste and debris from being discharged or dumped in the street or stormwater system. The reason for this Ordinance is that grass clippings and other debris plugs the stormwater grates and boxes, backing up stormwater and it takes a great deal of time for City employees to clean these out following rain events. These employees have numerous other tasks that require their attention. The City will be focusing on enforcement of this Ordinance beginning in the next couple weeks. While its not our intention to issue tickets, this is a real problem with backing up water in streets and plugging drainage ways, so officers can and will be issuing tickets for violations. We appreciate your cooperation in keeping our stormwater systems open. Ordinance # 7972 passed and adopted July 17, 2006: Sec. 24-4 Littering – Generally (c) No person shall throw, place, sweep or deposit any waste, such as refuse, dirt, rags, papers, dead grass, grass clippings, dead limbs, leaves, brush, logs, weeds, foliage, shrub cuttings or clippings into the street, alleys, or ditches along the streets of the City. The City of Moberly has been working with consultants, Shafer, Kline & Warren on an annexation study since early in 2004. Three (3) meetings have been held with the public to date with many handouts and maps available for viewing to keep everyone as informed as possible during the annexation process. The City of Moberly is currently accepting requests to be placed on the sidewalk replacement list. The City will remove existing sidewalk, dispose of material at an in-town location, grade, sub-grade, supply forms, pour and finish concrete, remove forms, backfill, finish grade, seed and mulch the area. The property owners’ responsibility would be the cost of materials only. This is a cost share program, with the City paying the cost of labor and the homeowner paying the material cost. Upon requesting this work, a City representative will meet at the location for the work, measure and give the property owner a fixed price for reimbursement of material costs. The owner, if agreeable, will sign a contract for the work and upon completion will be invoiced for the materials only. Sidewalks and driveway approaches (within the right-of-way) are both eligible. Sidewalks must be a minimum of 4’ wide, preferably 5’, and 4” thick; driveway approaches must be 6” thick. The cost to the homeowner during the year 2007 was $1.20 cents/ sq.ft. Many lots in town are 50 feet in width, and for a sidewalk to be installed on a 50-ft. lot, (4’ wide) the cost to the homeowner would be approximately $240.00. This year, we anticipate a slight increase in cost; we are estimating around 10 cents for both sidewalks ($1.30/sq.ft.) and driveway approaches ($1.85/ sq.ft.). Property owners can pay for the materials within thirty (30) days of the completion of the work and receive a 10% discount on the cost. Beginning in May, the Moberly Fire Department will begin flushing the water main system and testing the fire hydrants for the City. This annual program improves the water quality for the residents of the City and allows the Fire Department to gather vital information about the water availability within the City for fire suppression activities. We will begin this operation in the 3rd and 4th wards located on the West side of the City and work to the East in the 1st and 2nd wards. While we are conducting these tests you may notice your tap water having a brown or rusty color. This should only last a short time and is due to the sediment in the water mains. If possible, avoid washing laundry or dishes until the water clears. If you continue to have discolored water or notice any leaks in the area, please contact the city to report this information. We would like to thank you for patience in this matter as we continue to serve you, the citizens of the City of Moberly. The Moberly Fire Department will also begin our annual business inspections in April. This process will continue through out the summer. The Moberly Municipal Swimming Pool opens for the summer on Satursday, May 24th at 1 PM wiht the Great Splash. Admission is free on this day (max 300). Join us for contests, prizes, and fun at the pool. Keep the summer heat away with these different activites at the pool. On June 15th celebrate Father's Day with Dad's Day at the Pool where the fathers get in free (with a child admission). Join us for this year's Pool Carnival on June 25th which will be full of prizes, contests, and fun for all ages. Sleigh bells will be ringing on July 25th for the Christmas in July Celebration. These are just some of the special events that are taking plae at the pool this summer, so keep your eyes and ears open or come to the pool to hear about the rest of them. Moberly Parks and Recreation Department postponed the Hershey's Track & Field Games to Wednesday, May 14th at 4:00 PM at the Moberly High School. Boys and girls ages 9 to 14 will be competing in 9 track and field events. Winners in the Moberly meet will advance to the state meet in Jefferson City on Saturday, June 27. The local sponsor of this program is the Moberly Parks and Recreation Department. Pre-registration is required at the MPRD offices by May 12th. Moberly Parks and Recreation Department will host a free Aquafina Major League Baseball Pitch, Hit and Run Competition for area youth on May 17, 2008 at 1 PM. This event for children ages 7-14 will be held at the Howard Hils Athletic Complex. Competitors will be divided inot fourt age divsions: 7/8, 9/10, 11/12,13/14 and have the chance to advance through four levels of competition, including Team Championships at Major League ballparks and the National Finals at the 2008 MLB All-Star Game. All participants must bring a copy of their birth certificate and fill out a registration/waiver form prior to the start of the competition.
