Sugar Creek Lake Improvements
The trailer parking area is complete. The restroom has been installed and the fishing dock and courtesy dock have been installed. The boat ramp and the handicap parking area has been poured. The foundation for the stairway has also been poured. Concrete for the boat ramp access will be poured when the temperature rises to 40 degrees.

Phase 3 SRF Reed Street Sewer:
- Crews are completed the tie in on the east side of Morley.
- Finish grading is underway and crews are removing excess spoils along the alignment.
- Video inspection is expected to be done by August 16
Phase 3 SRF Ault/Rollins Project:
- JC Industries completed the installation of storm drain inlets.
- Re-routing of the sanitary sewer on the 300 block of E Burkhart expected to be completed by August 13th.
- Crews are finishing the completion of the concrete restoration.
- Asphalt crews will begin August 16th.
- Some sidewalk and curb replacement remain.
- Begin stream restoration by August 23rd.
Wastewater Disinfection:
- Masonry and brick work is complete
- Roof, louvers, and doors are complete
- Electrical rough in and duct bank installation is completed. Electrical work is scheduled to be complete by August 20th.
- The jib crane has been installed.
- The UV equipment is scheduled to be installed on August 23rd.
Water Treatment SCADA Upgrade:
- Design work has began
- A site visit has been made to integrate details
Stormwater Management Project:
The stormwater utility fee structure was presented to the council. The council opted for a higher base fee per equivalent residential unit than proposed in order to make improvements quicker. Rate structuring is being reconsidered due to the amount that larger commercial/industrial customers will have to pay. The city will meet with the industrial/commercial businesses prior to final approval of the rates. A lower tiered rate has been developed with longer project completion due to feedback from larger commercial/industrial users and council acceptance. A third public meeting is being planned to concentrate on rate structuring.
Water System Study
An application has been sent to DNR to request an ARRA grant for an engineering study to improve the water system. The study will include:
- A review of the water system usage data
- Update the capital improvement project list from the 2004 Water System Study
- Develop opinions of probable project costs for top five high priority projects
- Update the existing computer model
- Conduct a rate analysis
The City has received notification from MDNR of acceptance of ARRA funding. Jacobs and City staff have been gathering information pertaining to water usage.
Sewer System Study
Due to enforcement action and penalties by the Dept of Natural Resources, we are working with Jacobs on a sewer study to reduce Sanitary Sewer Overflow’s (SSO’s), particularly in the area of Holman Rd near Rothwell Lake. A scope and proposal was presented to the City. Due to the proposed fees, staff has requested that Jacobs revise their proposal. A revised proposal was presented to the Council at the August 2nd Council Meeting. Final approval is expected at the August 16 Council Meeting.
