Water Quality Coordinator

The City of Moberly Utilities Department is looking for a dedicated and driven self-starter to fill the role of the Water Quality Coordinator. This position performs a variety of technical work in support of storm water, industrial waste and pretreatment inspection programs for land disturbance activities, industries and commercial facilities for compliance with state environmental and local regulations regarding discharges into the City’s wastewater collection system or drainageways; investigates and enforces compliance with storm water pollution NPDES permit regulations and Moberly City Codes including land disturbance inspections; and maintains a variety of records, files, and related documents.  This position is also responsible for monitoring storm water outfalls and maintenance-related activities. 

Qualified applicants will possess the following: 

• Knowledge and Experience in the following: 

o Wastewater treatment processes and technology 

o Industrial pretreatment processes 

o Sanitary sewer conveyance systems operations 

o Methods and techniques of inspection 

o NPDES/MS4 standard regulations 

o Recognize potential violations of pretreatment/storm water/oil & grease ordinances and discharge standards 

o Basic Laboratory procedures and sampling practices 

o Operating laboratory, field sampling, and flow monitoring equipment 

o Reading, understanding and interpreting engineering drawings, plans and maps 

o Maintain accurate records and prepare reports of inspection activities 

o Office procedures, methods, and equipment including computers 

o Work independently and efficiently to carry out assignments 

o Deal effectively with the public and represent the City in a positive and professional manner 

o Communicate clearly and concisely, both orally and in writing 

o Establish and maintain effective working relationships with those contacted in the course of work 

o Safety rules and regulations; OSHA rules and regulations 

o Ability to engage the public and stakeholders in public education activities. 

• Graduation from high school or possession of an acceptable equivalency diploma, and three (3) years of experience in water/wastewater utilities operations and maintenance, construction trades, inspection, or code enforcement; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities OR Bachelors Degree in Engineering Technology, Biology, Chemistry, Physical & Environmental Science, or related degree. 

• Missouri Wastewater Operator Certification is desirable.
