City Announces Retirement of Police Chief Troy Link and Appointment of Interim Chief Bobby Calvert

The City of Moberly and its Police Department wish to extend their heartfelt thanks to Troy Link for 33 dedicated years of service, including as Chief for the last eight years. Chief Link retired this week after a remarkable career with the department.

“Chief Link’s exemplary service and dedication serve as a model for all,” said City Manager Michael Bugalski. “We wish him the very best on a well-earned retirement.”

Chief Link graduated from the University of Central Missouri in 1991 with a Bachelor of Science in Criminal Justice and joined the Moberly Police Department as a Patrol Officer in February 1992. In 1996, he gained the rank of Corporal and soon after became Sergeant, working the night shift for three of the next ten years. During this time, he became SWAT Commander and an Instructor in Use of Force, Less-Lethal Tactics, and Automatic Weapons. In 2016, the FBI invited then-Commander Link to join the National Academy (Class 264) in Quantico, VA, for ten weeks of extensive leadership, communication, and law enforcement coursework. Following the retirement of Russell Tarr, Link was appointed Chief of Police in October 2016.

City Manager Michael Bugalski has named Bobby Calvert to serve as Interim Chief. 

“Interim Chief Calvert has distinguished himself as a leader and well-respected law enforcement officer,” said Bugalski. “I am thankful for his willingness to accept this leadership role and look forward to working with him.”

Calvert graduated from Moberly Area Community College’s Law Enforcement Training Center in 2000 and later from Bellevue University with a bachelor’s degree in criminal justice. He brings 24 years of law enforcement experience to the position, with 14 of those in Moberly, most recently as Sergeant. Among other positions, Calvert served as a Missouri Department of Public Safety Generalist Instructor, Narcotics Detective, SWAT Commander, and K9 officer.

“I want to thank Chief Link for his mentorship throughout my time at the police department. Prior to joining Moberly PD, I was a narcotics investigator for the North Mo Drug Task Force and, as SWAT Commander, Chief Link allowed me to train with Moberly SWAT Team. As SWAT Commander over the last 2 years, I have leaned on Chief Link to guide me in that role.” Calvert said. “I appreciate the city administration for entrusting me to lead the department until a permanent chief can be selected. Moberly PD is a great department, and I look forward to the future.”

In the coming months, the City of Moberly will conduct a comprehensive search for a new Police Chief. The City will first conduct an internal needs assessment before posting the position and initiating the interview process.
