The City Council is the governing body of the City of Moberly and bears the ultimate responsibility for all policies, procedures, and activities of the City government. It consists of five members who are elected at-large from the Moberly citizenry.
Terms
In 2023, John W. Kimmons, Jr. was elected for a three-year term. In 2024, Chuck McKeown and Sarah Barfield Graff were elected for three-year terms. In 2025, Brandon L. Lucas and Mike Skubic were elected for a three-year term.
Council Members are elected into staggered, three-year terms. Two Councilmen are elected in successive years, and a single Councilman is elected in the third year. After the annual municipal election in April, the City Council elects one of its members as Mayor and another as Mayor Pro tempore for a one-year term.
City Counselor
Randall Thompson is the City Counselor. He drafts all ordinances and resolutions that are necessary for City Council meetings. He also serves as the City Counselor to address legal issues as they arise.
